BuildingCode.Thiswasreported toPrime-Minister
D.Medvedevon July16,2013 inChelyabinsk.The
Prime-Ministercommissioned thestatesmen towork
out regulationsonmakingchanges to the law inorder
toban theuseofused tubesandpipes.Theproject
isnowpassing through federal executiveauthorities
andwhen thechangesaremadeon the legislative
level, theapplicationofused tubes inmostcaseswill
beprohibited.Thiswillon theonehandencourage
tubes, steel, andsteel-relatedcompanies to increase
production for thecommunal andhousehold industry,
andon theotherhand,helpavoidmanyproblems.
Inaddition toprotection fromexternaleconomic
threat, the functionofanystatealso includessupportof
thedomesticproducersand thedomesticmarket.Tubes
IndustryDevelopmentFoundationhasdetermined
the followingmeasuresonstimulating tubesdemand
andexpandingexportsupplies.Firstly,buyingofbig
diameterpipes for therepairofoperatingpipelines
when there isnoneed tobuildnewonesshouldbe
increased.Secondly, there isaneed to intensifyefforts
onreplacingwornoutpipelinesandhot-watersupply
systemsThirdly, thestateshouldstimulate thedemand
for tubes in tubesconsuming industries includingheavy
engineering,powerengineeringetc.Thenextmeasure
is theabove-mentionedbanonuseofreconditionedor
usedsteel tubes inresidentialbuildingsand industrial
objectswithnormalandenhancedhazard levels.And
lastbutnot least,barriersandrestrictions illegally
adoptedagainstRussian tubes in the international
marketsshouldbegraduallyabolished.
TodayRussian tubularproductsareabsolutely
competitivenotonly in thedomesticor theCustoms
Union, but also in the internationalmarkets.Despite
RussiabeingaWTOmember, despiteoureconomic
activities inmanycountrieswhere someRussian
tubesproducersevenhaveassets, still thereare some
barriers that shouldhavebeen removedas soonas
RussianenteredWTO.Unfortunately, thishasnot
happenedasyet.Removingofbarriers isaprime
task forour lawyersdealingwith the international
markets, professionals in the trade rightsaswell as
stateauthorities.Oneof themostpressing issues
shouldbecomeabolitionof the so-calledenergy
tariffscorrections, adiscriminatingbarrieragainst
Russian tubes, steel,mineral fertilizersandother
producersofhighenergyconsuming industries.
Today,when theworld ferrous industry suffers
fromexcessproduction facilities, drops inprices, and
the lackofdemand, protectionismwill,nodoubt,
be increasing. It isanobjectiveeconomic lawwhich
clearly revealedon thepeakof theglobal economic
crisis.Thehistorymay repeat if theworldmicro-
economic situationcontinuesworsening.
TheRussiangovernment has takenanumber
ofmeasureson creating favorablebusiness climate
for thedomestic tubesproducersunder thenew
economic conditions.Old threats are still there
whilenewones are looming risking shattering the
Russian tubesmarket.WTOmembershavegained
rich experiencewhich shouldbewidelyapplied
inRussia in the sphereof takingmeasureson the
domesticmarket protectionand strengthening
positions in the third countries’markets. Tubes
IndustryDevelopment Foundationwill focuson
establishinga closer collaborationbetweenRussian
producers, stateauthorities, andEurasianEconomic
Committee tobeable topromptly respond to
various threats.
